What is the developer of the GM site being asked to do as far as paying for road widening, traffic lights, or any other costs associated with the development?

Parkway Avenue is a county road and thus the developer will be required to contribute to all of the improvements, including road and traffic lights. All on site improvements will be the responsibility of the developer.
I’ve noticed increasing amounts of graffiti appearing on the uprights supporting the overpasses near River Road/I-95 Exit 1.
Is there anything Ewing can do about cleaning this up? At the least can someone contact the responsible organization, be it county, state, etc?

The uprights and overpasses along River Road/1-95 are owned by two different agencies, The Delaware River Joint Toll Bridge Commission and the N.J. State DOT. I have contacted the Executive Director, Joe Resta, and asked that the Commission schedule removal of the graffiti that they are responsible for.
I have also reached out to the Director of the NJ DOT, James Simpson and asked him to do the same in the area they are responsible.
