The construction of an apartment complex that was first proposed in West Windsor 20 years ago appears to be imminent. The rental development, planned for a 44-acre tract of land southwest of the intersection of Clarksville and Meadow roads, includes a number of affordable housing units. ##M:[more]##These units are the reason the deal has been locked in litigation for two decades.
West Windsor Township has reached a court-approved settlement with developer Akselrad Associates, which mandated that the township allow construction of the 352-unit complex with 71 affordable housing units.
“We do have the discretion to impose conditions regarding the implementation of the site plan,” said Planning Board Chairman Marvin Gardner.
A preliminary version of the final major site plan was presented to the planning board by Akselrad Associates on Wednesday, January 3. The presentation was not finished in the first meeting, and is scheduled to be continued on Wednesday, January 17, at 7 p.m.
The plan currently consists of 21 three-story buildings, with 861 parking spaces. It includes a clubhouse with meeting rooms, a swimming pool, and tennis courts. The affordable housing units are planned to be 1,”439 square feet each. They will be on the first floor of the buildings, with duplex-style units on the second and third floors.
Each two-bedroom unit is planned to include a room intended for a den or an office. According to Gardner, the planning board will insist that residents not use the room as a third bedroom at the risk of losing their lease.
This measure is intended to keep the number of children in the school district down.
