At his annual State of the Township address West Windsor Mayor Shing-Fu Hsueh recognized two residents for outstanding community service:
Richard S. (Dick) Snedeker: A resident of West Windsor since 1957 who has lived in the same house for 54 years, Snedeker has served in many volunteer roles.
He was active in a regional organization in the 1960s to handle small animal rescue and control in West Windsor. He was elected to the West Windsor School Board in 1968 and served as president from 1974 to 1979 and was involved in the West Windsor Planning Board Advisory Committee and Stony Brook-Millstone Watershed Association. He was appointed to the task forces associated with the restoration of Grovers Mill Pond, serving as chair in the 1980s and 1990s. He was appointed again as the chair in 2001 and it resulted in the complete restoration of the pond in 2009.
Until 2007 Snedeker was an active member of the Friends of West Windsor Open Space and he designed and built the footbridge at the 9-11 Memorial Twin Pond. He served on the Planning Board from 1998 to 2000, and was an active volunteer for the West Windsor Arts Council until 2010.
Richard A. Harbourt. Harbourt has been a resident of West Windsor since 1954 and has lived in the same house for 57 years. His community involvements include Little League and Babe Ruth baseball teams; president of West Windsor PTA from 1971 to 1974; a member of the school board from 1974 to 1987, including eight years as president. He served as a volunteer and chair for the Economic Development Commission in West Windsor from 1982 to 1987.
From 1999 to 2001, Harbourt served as president of the Hahnemann Chapter Heart Transplant Support Group and became the chair of the Second Chance Heart Transplant Support Group from 2001 to 2006. In 2006 he reorganized the group and continues to serve as its chairman. Since 2001 he has been actively involved in a local task force to promote discussion of alternatives for property tax reform in New Jersey. Harbourt is also a recipient of the 2002 Jefferson Award for Volunteerism.
