West Windsor Council will hold a public hearing Monday, August 1, on an ordinance authorizing the appropriation of $3.2 million, and the issuance of $2.8 in municipal bonds.##M:[more]## The ordinance, introduced on July 18 authorizes bonding for the following:
• $1.1 million for engineering for road improvements, stormwater improvements to Millstone Road,””, the township Community Arts Center, and a speed limit beacon at Dutch Neck School.
• $817,”300 for improvements Community Park, the Conover Road athletic complex, Duck Pond Park, and the expansion of the Hendrickson Drive tennis court parking lot.
• $480,”000 for an expansion of the Senior Center.
• $113,”900 for the purchase of police equipment including fire arms, a server, software licenses, and patrol car mobile data terminals.
• $91,”300 for improvements to the to Schenck Barn, including street tree planting.
• $58,”600 for the purchase of emergency services equipment, including protective clothing, a generator, lights, and head set system in fire apparatus.
• $40,”000 for the purchase of vehicles for Code Enforcement.
• $34,”600 for improvements to municipal facilities, including the wiring of the Council’s office chambers, the replacement of a hot water heater, upgrades to the basement storage lighting and the demolition of structures on township properties.
• $24,”000 for construction of an addition to the township Public Works building.
• $24,”000 for the replacement of a recreation van
On July 18 council also took the following actions:
Introduced an ordinance authorizing $1,”775,”000 in capital improvements. Projects include $200,”000 for maintenance to public land in various township developments; $1.3 million for Meadow Road Improvements, $200,”000 for Community Park, and $75,”000 for Duck Pond Park. Public hearing is on Monday, August 1.
Raised the threshold for the business administrator to negotiate contracts without a competitive bidding process from $12,”800 to $21,”000.
Authorized the appointment of Fu-Grand Lin to the Site Plan Review Advisory Board and reappointment of Allen Schectel to the board for three-year terms.
Authorized the appointment of William E. Antonides as municipal auditor, McManimon & Scotland LLC as bond counsel; and Phoenix Advisors LLC as financial advisors.
Authorized contracts with: ACT Engineers for engineering services, and road improvements projects; Remington, Vernick & Arango engineering services; and bicycle/pedestrian improvements; T&M Associates for engineering services; and Van Note-Harvey Associates for groundwater assessment for the Wallace Road municipal garage site.
Granted a release of performance guarantees to K. Hovnanian for the Windsor Ponds development, and to Toll brothers for improvements in the Estates at Princeton Junction.
Authorized the purchase of playground equipment to replace equipment that no longer meets safety standards on Sapphire Drive, Longfellow Drive, Endicott Drive, Hendrickson Drive and Bennington Drive from Marturano Recreation Company, of Brick Town. The limit of the contract is $85,”290.
